If you do not want to use or not let others use MS-DOS on your computer, you can use this simple program ABC Security Protector.

It not only disables the use of MS-DOS commands but also disables the use of function keys such as: F5, F6, F8 which are keys used during boot. You just need to tick the part that is not 'used' and then click OK, then restart it is considered as 'inviolable'. But anyway, you should set the password for the program by clicking the Password button.
